Disaster risk reduction at our fingertips

Information saves lives. Knowing how to take action when disaster strikes makes the difference. In 2004, residents of Simeulue Island, off the southern coast of Sumatra, felt the earthquake, saw the tide pull back, and knew from local wisdom that a tsunami was coming and they fled for higher ground. Their knowledge saved lives.

Since that tragic catastrophe, Indonesia has created the National Disaster Mitigation Agency (BNPB) and its local counterparts to manage disasters and established nationwide early warning systems. Communities throughout the country have been more informed with preventive steps with students and villagers performing disaster drills in schools and villages respectively.

These are examples of disaster risk reduction; putting safeguards in place for the myriad hazards facing Indonesia to save lives and reduce potential loss. When hazards like earthquakes, tsunamis, storms, illness strike, having access to information saves lives.

And today, almost 16 years later, the technology we have at our fingertips is more advanced. Tapping into its potential, this digital resource, is the next phase of protecting people.

Today as the world marks International Disaster Risk Reduction Day amid the COVID-19 pandemic, we are reminded that we need to invest more resources in digital solutions to build prevention ecosystems that could save many lives in the event of future natural disasters and unprecedented health crises.

Recent disasters in Indonesia, like the Central Sulawesi quaketriggered tsunami or the current COVID-19 pandemic, serve as a wake-up call for the country to look beyond conventional measures when it comes to data analysis and area mapping in strengthening disaster preventive systems. And in a country where 8 out of 10 people have access to mobile phones, the answer to our future risk assessment may lie in digital technology and mobile phone applications.

The United Nations Development Program (UNDP), through the Program for Earthquake and Tsunami Infrastructure Reconstruction Assistance (PETRA) project, and in partnership with the German Development Bank, KfW, works with BNPB to rebuild vital infrastructure and community facilities, and strengthen resilience of people. We have also expanded support to BNPB’s “InaRISK” mobile application to assist with monitoring support during the COVID-19 pandemic.

The tool, developed in partnership with BNPB, informs users of imminent risks of impending natural disasters, disseminating disaster risk assessments to the government and other stake holders.

Through the Partnerships for Strengthening School Preparedness for Tsunamis in the Asia Pacific Region project, UNDP together with BNPB, the Education Ministry, Indonesian Institute of Sciences (LIPI), and UNESCO in partnership with the government of Japan developed the STEPA application to assess schools’ earthquake and tsunami preparedness. Well prepared schools will save our children.

The STEP-A application goes hand in hand with UNDP’s active participation in holding periodic tsunami drills at schools in Indonesia’s high-risk areas, also with the support of the government of Japan. The STEP-A system has also been integrated with BNPB’s “InaRISK” online platform.

There are plans for the STEPA system to provide schools with a tsunami risk information dashboard in 17 countries, supported by the Regional Project for disaster data governance (GCDS and Data Digitalization). Indonesia is providing technical assistance to those countries in partnership with Fujitsu.

Data analysis is the need of the hour and the availability of this rich data can help the government better understand where the needs are greatest to mitigate future risks. At a time when the threat from natural disasters and pandemics looms large, we must invest more in building systems that can help save lives.

If our response mechanisms could be bolstered by digital systems in the form of early warning systems, we could work on more effective reconstruction. Fewer lives would be lost, and damage could be contained. By investing in digital platforms and creating a centralized data analytical system, we could help mitigate future risks as we build resilience.

Investing in digital technology is certainly the way forward and will also help create the building blocks necessary to addressing the pressing concerns of building resilience through risk mitigation. Digital technology can help the government, policy makers — and humanitarian organizations address shortfalls in risk management and address challenges before disasters strike.

Responding to these situations also opens up the opportunity to address gender disparities. Digital solutions provide a platform for us to take an inclusive approach as these solutions are developed to ensure both women’s needs, and concerns are also considered in risk mitigation plans.

Of course, digital innovations demand improving telecommunications infrastructure and improving internet access nationwide. Digital usage in Indonesia is among the highest in the world but developing programs to improve digital literacy — coupled with expanding connectivity — will give more people the opportunity to protect themselves and be more risk-aware. We have the technology; it’s time to make it work.

But we cannot leave anyone behind. We have seen the deepening inequalities that COVID-19 has exacerbated, and as we leapfrog technological advancements, such as those for disaster risk reduction, we cannot also widen the digital divide. We must ensure that those furthest behind also have access to the digital options emerging, particularly those that help mitigate disaster. We know that women and the poorest amongst us suffer hardest in disasters. They must be protected.

We need to foster greater coherence of disaster risk reduction and climate adaptation efforts; provide access to risk information and early warning systems; and strengthen preparedness and response measures. Digitization is one solution as we seek to mitigate the risks of climate change, economic instability and antibiotic resistance, among others.

Together, these efforts strengthen the resilience of Indonesia’s urban and rural communities and can help us all build forward better.

Pengantar

Seluruh rumah sakit yang telah terakreditasi sudah pasti memiliki perencanaan penanggulangan bencana untuk rumah sakit atau Hospital Disaster Plan (HDP). Namun, karena nilai untuk HDP hanya 20 persen dan bisa lolos tanpa membuat perencanaan, tidak jarang rumah sakit hanya membuat dokumen dan tidak mensosialisasikannya ke seluruh staf. Hal yang kerap menjadi masalah, ketika terjadi bencana rumah sakit mengabaikan kembali dokumen perencanaannya. Siapa yang sudah ditunjuk sebagai komandan, siapa yang akan bertugas secara operasional, bidang data informasi mengurusi apa dan bagaimana analisis risiko rumah sakit sebelumnya untuk perencanaan surge hospital menghadapi lonjakan kasus, bagaimana komunikasi lintas sektor dan sebagainya.

Situasi tersebut lebih berat terjadi pada bencana non alam seperti saat ini, pandemi global COVID-19. Walaupun pada dasarnya konsep penanganan pandemi ini sama dengan konsep penanganan bencana, tetapi terdapat perbedaan yang sangat besar. Perbedaannya terletak pada prinsip dasar penanganan karena perbedaan sifat agen kausatifnya. Dengan memperhitungkan jumlah kenaikan kasus COVID-19 maka rumah sakit harus dapat menyiapkan scenario – skenario, SDM, fasilitas sarana dan prasarana untuk menghadapi lonjakan sehingga tidak akan terjadi kerusakan fungsi atau functional deficit yang akan merugikan atau berdampak pada kesehatan masyarakat dan lingkungan. Selain itu, persiapan dan perencanaan yang baik akan mengurangi tingkat kekacauan pada saat tanggap atau respon terjadi. Penyebab koordinasi yang lemah diantaranya adalah ketidakjelasan siapa yang memimpin, bagaimana tugas – tugas dibagi ke seluruh SDM, bagaimana alur komunikasi, hingga lemahnya perencanaan berdasarkan situasi saat itu dan ke depannya. Hal – hal ini merupakan komponen dari sistem komando yang ada di perencanaan penanggulangan bencana di rumah sakit atau hospital disaster plan. Belum ada penelitian yang mengukur khusus kesiapsigaan rumah sakit menghadapi pandemi COVID-19 dari unsur sistem komando yang ada di hospital disaster plan. Menarik untuk mengidentifikasi upaya – upaya kesiapsiagaan termasuk hambatan bagi rumah sakit menghadapi pandemi COVID-19.

Tujuan

Presentasi ini bertujuan untuk :

  • Menyampaikan hasil penelitian kajian kesiapsiagaan rumah sakit dalam menghadapi Pandemi COVID-19 berbasis sistem komando di wilayah DIY dan DKI Jakarta
  • Menyampaikan saran dan rekomendasi hasil pembelajaran dari penelitian

Social protection and labor – Disaster risk management toolkit

This toolkit was conceived for the use of two groups of World Bank Group (WBG) staff and consultants. The primary target users consist of social protection and labor (SPL) specialists who help WBG client countries to strengthen the natural-disaster responsiveness of SPL systems, or more broadly, to mainstream DRM in the country’s SPL policies, programs, and service deliveries. The second most important target users are those who belong to either disaster risk management (DRM) or disaster risk financing (DRF) communities, those work closely with and support the first group, or those are interested in using SPL programs and services as a platform to support their objectives. It is our hope that the knowledge and insights contained in this toolkit will increase the effectiveness of the two target users in assisting their country clients. While some parts of this toolkit are relevant only to WBG staff and consultants, we hope many other parts will also be useful for their in-country counterparts.

SPL specialists in the WBG are typically trained in economics, political science, sociology, and other social sciences. In contrast, DRM specialists tend to be engineers, urban planners, and environmental scientists. Many in the DRF community have degrees in financial economics and business management.

It is not among our objectives to convert SPL specialists into DRM or DRF specialists, or vice-versa. However, our objective includes facilitating communication among the three groups of specialists. When people from different professional specializations come to work together, even a simple word like “risk” is interpreted differently. Engineers are likely to think of physical damage and destruction, where death and injury are the primary human impact to be minimized. SPL specialists, on the other hand, would think of loss of job and income, declining consumption (particularly food), and its long-term impact on human capital. This is what Robert Chambers called “Professional Biases” in his classic book, Rural Development: Putting the Last First. However, to face cross-sectoral challenges, understanding the perspectives of partners from different disciplines is important.

It is also among our objectives to be able to answer questions like those below, which often come to the minds of WBG SPL specialists when they are asked about the linkage between their field and DRM:

  • What SPL instruments are useful for DRM purposes?
  • What are the financial options to make the country’s SPL system ready for disasters?
  • What are the difference between DRM and climate change adaptation (CCA), and how do they relate to each other?
  • What DRM/DRF instruments are critical to SPL?
  • What kind of information needs to be shared between SPL and DRM? E.g. How to integrate poverty maps (SPL) and hazard maps (DRM)?
  • How can the most vulnerable people be identified to render most needed assistance to them?
  • When to use in-kind transfer (e.g. school feeding programs) vs. cash-based approaches for DRM?
  • How to best support specific groups of vulnerable populations, e.g. female-headed households, households with disabilities, and/or the elderly in preparation for disasters?
  • What institutional mechanism is required to assist displaced persons in preparation for disasters?
  • How should the division of labor and coordination mechanisms be organized between the SPL and DRM communities, and at what level (e.g. national, sub-national and local)?
  • How can civil society and the private sector be effectively engaged for integrating SRM with DRM?
  • What is the role that civil society and the private sector play in engaging in SRM and DRM activities?
  • What kind of institutions, legal instruments, and regulatory arrangements need to be built to ensure the integration of SRM with DRM?
  • Where does one find SPL and DRM experts who can offer advice?

10 Klaster dengan Kasus Aktif Covid-19 Terbanyak di Jakarta

JAKARTA, KOMPAS.com – Kementerian Perhubungan RI menjadi klaster penyebaran Covid-19 dengan jumlah kasus aktif tertinggi di wilayah DKI Jakarta.

Informasi tersebut dikutip dari paparan data klaster penularan Covid-19 DKI Jakarta pada situs corona.jakarta.go.id hingga 30 September 2020.

Situs resmi Pemprov DKI itu menampilkan jumlah kasus aktif Covid-19 pada 21 hingga 30 September di klaster-klaster penyebaran di wilayah DKI Jakarta.

Berdasarkan data pada situs tersebut, jumlah kasus aktif Covid-19 di lingkungan Kementerian Perhubungan adalah 76 kasus.

Kemudian, Asrama Cendrawasih Pemda Papua dengan 60 kasus aktif Covid-19.

Berdasarkan Peraturan Gubernur Nomor 88 tahun 2020, perusahaan atau perkantoran harus ditutup selama 3×24 jam apabila ditemukan karyawan yang terpapar Covid-19.

Berikut rincian 10 klaster penularan Covid-19 dengan jumlah kasus aktif tertinggi di wilayah DKI Jakarta.

1. Kementerian Perhubungan RI: 76 kasus

2. Asrama Cendrawasih Pemda Papua: 60 kasus

3. Kementerian Pertahanan RI: 40 kasus

4. Kantor Metro TV: 23 kasus

5. Kompas TV: 19 kasus

6. Kemenpora RI: 18 kasus

7. Panti Laras Harapan Sentosa 3: 15 kasus

8. Pernikahan RW 12 Kelurahan Penggilingan: 15 kasus

9. BATAN: 14 kasus

10. Takziah Duren Sawit: 14 kasus

Provinsi DKI Jakarta saat ini masih menerapkan pembatasan sosial berskala besar (PSBB) pengetatan selama dua pekan, terhitung mulai 28 September hingga 11 Oktober 2020.

PSBB yang diperketat awalnya diberlakukan selama dua pekan mulai 14 hingga 27 September 2020.

Pemprov DKI memutuskan kembali memperpanjang PSBB karena angka kasus positif Covid-19 berpotensi meningkat kembali jika PSBB dilonggarkan.

Selama PSBB, warga Ibu Kota diimbau tetap beraktivitas di rumah serta membatasi kegiatan yang mengundang kerumunan.

Sementara itu, ada penambahan 1.430 kasus baru pada Minggu kemarin, berdasarkan hasil uji usap PCR pada 3 Oktober 2020 dan sepekan terakhir dari satu laboratorium swasta.

Berdasarkan data dari DKI Jakarta di laman corona.jakarta.go.id, pertambahan kasus yang dilaporkan sebanyak 1.165 kasus terdiri uji usap Sabtu (3/10), sebanyak 1.015 kasus positif.

Kemudian, akumulasi laporan sepekan terakhir dari satu laboratorium swasta sebanyak 415 kasus.

Dengan demikian, total jumlah kasus konfirmasi positif hingga saat ini adalah 79.214 kasus, bertambah signifikan dari sebelumnya sebanyak 77.784 kasus.

Total pasien sembuh di Jakarta kini sudah mencapai angka 64.319, setelah ada tambahan pasien sembuh 1.033 orang.

Adapun 13.134 orang masih dirawat/isolasi, serta 1.761 orang meninggal dunia atau 2,2 persen dari total kasus positif.

BNPB Catat 2.162 Bencana Sepanjang 2020, Lebih dari 4,4 Juta Orang Terdampak

JAKARTA – Badan Nasional Penanggulangan Bencana (BNPB) mencatat sepanjang 1 Januari hingga 2 Oktober 2020, total 2.162 kejadian bencana telah melanda Indonesia. Akibat bencana itu, sebanyak 299 orang meninggal dunia dan lebih dari 4,4 juta orang terdampak dan mengungsi.

“Kejadian bencana sepanjang 2020 tercatat jumlah kejadian bencana sebanyak 2.162 kejadian. Bencana menimbulkan terdampak dan mengungsi sekitar 4.496.962 orang, sedangkan meninggal dunia 299 orang dan hilang sebanyak 25 orang dan luka-luka 458 orang,” ungkap Kepala Pusat Data Informasi dan Komunikasi Kebencanaan BNPB, Raditya Jati dalam keterangannya yang diterima (3/10/2020).

Raditya mengatakan, BNPB mencatat bencana yang mendominasi hidrometeorologi diantaranya bencana banjir, angin puting beliung dan tanah longsor.

“Paling banyak terjadi yakni sebanyak 799 akibat peristiwa banjir. Kemudian diikuti dengan angin puting beliung sebanyak 589 kejadian, tanah longsor sebanyak 389 kejadian, gelombang pasang dan abrasi sebanyak 26 kejadian, gempa bumi 13 kejadian dan erupsi gunung api 5 kejadian,” jelasnya.

BNPB juga mencatat terjadi kebakaran hutan dan lahan (Karhutla) sebanyak 318 kejadian, dan 22 kejadian kekeringan terjadi sepanjang 2020.

Sementara itu, tercatat sebanyak 1.141 kejadian bencana melanda Pulau Jawa. Dimana tiga Provinsi di Pulau Jawa yang tercatat paling banyak kejadian bencana terjadi di Jawa Barat 384 kejadian, Jawa Tengah dengan 369 kejadian, dan di Jawa Timur sebanyak 314 kejadian bencana.

Dan tercatat sebanyak 494 kejadian bencana terjadi di Pulau Sumatera, di Kalimantan 207 kejadian bencana, kemudian di Sulawesi terjadi 188 kejadian, di Bali terjadi 26 kali kejadian bencana, di Nusa Tenggara sebanyak 39 kejadian, dan di Maluku juga Papua terjadi 48 kali kejadian bencana selama 2020.

Sementara itu, dampak bencana sekitar 33.282 rumah rusak dengan rincian 6.961 rumah rusak berat, 5.012 rumah rusak sedang dan 21.309 rumah rusak ringan.

Sebanyak 1.423 fasilitas umum juga mengalami kerusakan dengan rincian 632 fasilitas pendidikan, 663 fasilitas peribadatan, dan 128 fasilitas kesehatan rusak, 129 kantor rusak dan 351 jembatan mengalami kerusakan akibat bencana.

Sementara dampak dari bencana non alam epidemi Covid-19 hingga 2 Oktober 2020 tercatat sebanyak 295.499 kasus positif. Dimana sebanyak 10.972 orang meninggal dunia dan 221.340 pasien Covid-19 yang sembuh.

La Nina Akan Terjang Indonesia, BMKG Imbau Masyarakat Daerah Rawan Bencana Persiapkan Diri

PR DEPOK – La Nina adalah fenomena atmosfer laut gabungan yang terjadi ketika anomali suhu di perairan mencapai minus 0,5 derajat celcius.

Diberitakan sebelumnya, La Nina diperkirakan akan melanda Indonesia hingga akhir tahun 2020 yang berpotensi meningkatkan curah hujan tinggi di sejumlah wilayah di Indonesia.

Terkait hal ini, Prakirawan Badan Meteorologi, Klimatologi, dan Geofisika (BMKG) Bogor, Hadi Saputra, menjelaskan bahwa dampak fenomena La Nina terhadap wilayah Bogor bersifat moderat atau sedang.

Berdasarkan penjelasan yang disampaikan Hadi, La Nina akan menyebabkan meningkatnya curah hujan sebanyak 10 persen lebih tinggi dari biasanya pada musim penghujan.

Namun, Hadi Saputra juga mengimbau masyarakat untuk berhati-hati karena La Nina ini dapat menyebabkan banjir dan tanah longsor di sejumlah wilayah yang menjadi langganan bencana alam. 

“Untuk mengantisipasi dampak La Nina, maka kami berkoordinasi dengan BPBD di wilayah Bogor dan sekitarnya untuk memberikan peringatan dini saat curah hujan meningkat,” kata Hadi saat ditemui pada Minggu, 4 Oktober 2020 seperti dikutip Pikiranrakyat-depok.com dari RRI.

Lebih lanjut, prakirawan BMKG Bogor tersebut juga meminta masyarakat di sekitar kawasan rawan bencana untuk memperhatikan faktor lingkungan.

Ia mengimbau agar masyarakat menjaga kelestarian alam sebagai upaya untuk menekan dampak buruk dari badai La Nina.

Dalam keterangannya, Hadi Saputra juga menuturkan mengenai masyarakat yang harus siap menghadapi bencana.

Ia meminta masyarakat untuk melakukan persiapan supaya jika bencana terjadi, mereka bisa menyelamatkan diri dan harta benda.

Untuk diketahui, fenomena La Nina ini ditandai dengan tekanan udara yang lebih rendah dari biasanya di Pasifik Barat.

Wilayah yang termasuk dalam zona bertekanan rendah ini akan mengalami peningkatan curah hujan.

Sementara itu, berdasarkan laporan BMKG hingga akhir September 2020, anomali iklim La Nina terpantau sedang berkembang.

Di Indonesia, peningkatan curah hujan akibat La Nina ini berpotensi terjadi di seluruh wilayah Indonesia kecuali Sumatera.***

Tsunami 20 Meter Ancam Bali, BMKG Minta Pemda Mitigasi Bencana 28 Negara Gelar Latihan Mitigasi Tsunami

ANGUPURA -­ Sejumlah wilayah di Indonesia berpotensi mengalami gempa megathrust yang berpotensi  tsunami.

Begitu juga pulau Bali juga berpotensi  terhadap gempa dan ancaman tsunami tersebut. Sehingga masyarakat juga diharapkan selalu waspada.

Kepala Sub Bidang Pengumpulan dan Penyebaran BBMKG Wilayah III Denpasar Dwi Hartanto menerangkan, ancaman gempa megathrust dan tsunami sangat berpotensi terjadi di sejumlah wilayah di Bali.

Karena hampir semua wilayah Indonesia terutama Sebelah Barat Sumatera, Selatan Jawa, Bali, dan Nusa Tenggara hingga laut Maluku mempunyai potensi gempa gempa besar yang dapat menimbulkan tsunami.

Kalau di lihat peta buku pusgen 2017, di wilayah Selatan Jawa dan Bali terdapat segmen-segmen gempa dengan magnitudo bervariasi 8.5 sampai dengan  8.7.

“Kalau segmen-segmen tersebut pecah secara bersamaan dapat menghasilkan gempa dengan Magnitudo 9.1, ” terang Dwi Hartanto kemarin.

Dengan magnitudo 9.1 dapat menimbulkan tsunami setinggi 20 meter di sepanjang pantai Jawa, termasuk Bali. Sehingga perlu ditingkatkan mitigasi kesiapsiagaan masyarakat, pemerintah bila mana gempa tersebut terjadi.  

“Karena sampai sekarang kita tidak bisa memprediksi gempa gempa tersebut akan muncul, ” beber Dwi Hartanto.

Selain itu, juga akan digelar Indian Ocean Wave Exercise 2020 (IOWave20) tanggal 6 Oktober 2020 dalam rangka latihan kesiapan menghadapi tsunami di kawasan Samudera Hindia yang diikuti 28 Negara di Samudera Hindia.

IOWave20 merupakan latihan rutin 2 tahunan sistem peringatan dini dan mitigasi tsunami untuk negara-negara di sepanjang tepian Samudera Hindia (ICG/IOTWMS).

IOWave pernah dilakukan pada tahun 2009, 2011, 2014, 2016 dan 2018. Tujuan dari latihan ini yaitu untuk memvalidasi rantai informasi gempabumi

dan peringatan dini tsunami mulai dari diseminasi, pemahaman produk dan moda komunikasi serta melatih kesiapsiagaan daerah, masyarakat dan media dalam menghadapi tsunami serta menguji Standar Operasional Prosedur (SOP).

Karena  untuk skenario tsunami magnitudo  9.1 di selatan Jawa Timur, kecuali Buleleng Timur. Sementara kalau untuk skenario di utara Bali seperti tentunya daerah Buleleng yang berpotensi.

Selain itu Pantai Kuta, Nusa Penida, Sanur, Jembrana, Pantai Tabanan, Pantai Gianyar, Pantai Karangasem juga berpotensi.  

“Nah, dengan latihan ini (IOWave20), diharapkan sistem peringatan dini tsunami kita siap dan berjalan dengan baik jika sewaktu-waktu tsunami terjadi, ” ungkapnya.

Sementara Kepala BPBD Badung Bagus Nyoman Wiranata, membenarkan jika Badung telah memiliki skenario tanggap bencana gempa bumi.

Tanggap bencana ini berkoordinasi dengan sejumlah Organisasi Perangkat Daerah (OPD) terkait.

“Skenario menghadapi gempa di  Kabupaten Badung telah memiliki rekonstruksi gempa bumi dan tsunami. Bahkan, di dalam renkon terdapat  susunan komando tanggap darurat,” ujar Wiranata.

Menurutnya, tanggap bencana melibat semua lini, baik dari sisi Sumber Daya Manusia (SDM), alat berat dan peralatan kesehatan. Termasuk, tempat evakuasi yang harus dituju ketika terjadi bencana.

“Dalam tanggap bencana, kami berkoordinasi dengan OPD akan mengerahkan masing-masing kemampuan yang dimiliki oleh OPD atau steakholder.

Seperti, SDM, peralatan, maupun obat-obatan termasuk tempat evakuasi yang harus dituju,” pungkasnya.

BMKG Ingatkan Dampak La Nina: Curah Hujan Tinggi hingga Potensi Bencana Banjir

JAKARTA, KOMPAS.com – Kepala Pusat Informasi Perubahan Iklim Badan Meteorologi Klimatologi dan Geofisika ( BMKG) Supari mengingatkan adanya fenomena La Nina yang dapat berdampak pada anomali cuaca yang berujung pada bencana hidrometeorologi.

Namun, dampak tersebut sangat bergantung pada musim dan bulan, wilayah serta intensitasnya.

“Berdasarkan analisis dari potret data suhu permukaan laut di Pasifik, saat ini La Nina sudah teraktivasi di Pasifik Timur,” ujar Supari sebagaimana dikutip dari siaran pers BNPB, Kamis (1/10/2020).

“Kondisi ini dapat memicu frekuensi dan curah hujan wilayah Indonesia pada bulan-bulan ke depan, bahkan hingga April tahun depan jauh lebih tinggi dibandingkan tahun sebelumnya,” lanjutnya menjelaskan.

Supari mengungkapkan, dampak La Nina dapat memicu curah hujan yang jauh lebih tinggi dibandingkan kondisi normal.

Sehingga potensi banjir, banjir bandang dan tanah longsor ke depan perlu diwaspadai oleh masyarakat.

Menyikapi fenomena ini, dia menyampaikan perlunya kewaspadaan terhadap kondisi hujan di atas normal pada sepuluh hari pertama hingga sepuluh hari kedua Oktober.

“Beberapa provinsi pun diperkirakan akan memasuki musim hujan pada Oktober 2020,” ungkap Supari.

Adapun prakiraan awal musim hujan akan terjadi pada Oktober dengan wilayah teridentifikasi di Sumatera, Jawa, Kalimantan dan sebagian kecil Sulawesi, Maluku Utara dan sebagian kecil Nusa Tenggara Barat.

Secara rinci, prakiraan tersebut untuk wilayah Sumatera, seperti di pesisir timur Aceh, sebagian Riau, Jambi, Sumatera Selatan, Bangka dan Lampung.

Lalu, awal musim hujan di wilayah Jawa diprakirakan terjadi di Banten, sebagian Jawa Barat, sebagian Jawa Tengah, sebagian kecil Jawa Timur.

“Sementara itu, di wilayah Kalimantan, potensi hujan di sebagian Kalimantan Barat, sebagian Kalimantan Tengah, Kalimantan Selatan, sebagian Kalimantan Timur dan Kalimantan Utara,” papar Supari.

Australians urged to prepare for summer disaster season

Emergency Management Australia (EMA) has completed its annual disaster season briefings with states and territories and has urged Australians to properly prepare for the upcoming summer disaster season, which officially commences this month.

Minister for Emergency Management David Littleproud said that local, state, territory and federal agencies are well prepared to support communities through natural disasters, including from the initial response and relief phase through to long-term recovery.

“Since the horrific bushfires last summer, the Government has been working to bolster Australia’s ability to respond to and recover from crises including natural disasters and the COVID-19 Pandemic,” Minister Littleproud said.

“The next challenge is to make sure we are all prepared for the disaster risks facing us over the coming season.

“Significant grass and vegetation growth over winter combined with higher than average temperatures across the southern part of Australia means we are looking at the very real potential for a bad grass fire season.

“In the north, La Nina conditions risk bringing a worse than average storm, cyclone and flood season.”

Over the past two weeks, Emergency Management Australia has been holding operational briefings with police, fire authorities and emergency service agencies in every State and Territory to prepare for the disaster season.

“The Australian Government works with communities to prevent, prepare, respond and recover from disasters – from disaster mitigation initiatives, and community awareness and warning measures, through to disaster relief and recovery support,” Minister Littleproud said.

“We have invested more than $2 billion to help communities recover from last summer’s bushfires and have already committed significant funding to better prepare for the future including in bushfire research, aerial firefighting and telecommunications.

“We are investing more than $26 million annually in the National Aerial Firefighting Centre to improve Australia’s aerial firefighting capability, and more than $27 million to strengthen telecommunications resilience in bushfire and disaster-prone areas so that communities can stay connected during emergencies.

“There’s also been an important step in streamlining aid and support from the Australian Defence Force ahead of the 2020 2021 summer season with the Department of Defence and Home Affairs, through EMA, undertaking a comprehensive review of the Defence Assistance to the Civil Community (DACC) arrangements.

“While we can work with authorities to properly prepare, it’s also critical families, households and individuals do what they can to prepare themselves.

“By planning ahead, people can reduce the risk of injury and damage to property.

“Information on how to prepare for disasters is available through state and territory authorities.”

The New World Of No-Contact Disaster Claims

Mother Nature throws a lot of natural disasters our way—earthquakes, floods, hurricanes, tornadoes, wildfires. There are some steps we can take to reduce damage, like keeping our roofs in good shape. And in most years, preventative steps can give you some semblance of peace of mind.

But 2020 has been unlike any other year, for obvious reasons. The COVID-19 pandemic has drastically altered the way we live our daily lives—and what happens after a natural disaster hits. Social distancing makes insurance claims particularly tricky.

Insurance companies have had to adjust on the fly to not only keep their customers and employees safe, but also to expedite claims. Through an impressive mix of technology and data, some insurers are well-positioned to meet this significant challenge.

Your Insurance Adjuster Is in the Sky

When the pandemic hit, many home insurance companies turned to a technology they had been using for years: drones.

Drones allow adjusters survey damage and to get a bird’s eye look at steep and complicated roofs without having to climb them.

“We’ve made more than 70,000 flights with our drones fleet over the past few years,” says Patrick Gee, Senior Vice President of Claims at Travelers. He says that in the past, a contractor with special types of rigging might need to get up on a customer’s roof, slowing down the claims process. But drones can oftentimes evaluate all of the damage in one visit.

When drones won’t do the trick, insurers might use low-flying planes and satellite images. This especially comes in handy in the immediate aftermath of a natural disaster if the area is restricted for visitors.

At Allstate, “We look for the fastest way to get the imagery that we need to start the customer with their road to recovery,” says Chip Teague, head of the national catastrophe team. If the air space is restricted, Allstate will use satellite imagery to help assess the damage and start the claims process.

Artificial Intelligence Shapes Claims

In addition to imagery from drones, planes and satellites, some insurers turn to artificial intelligence (AI) to help them better assess disaster damage. For example, Travelers downloads all the weather radar data in the United States four to five times a day, according to Gee. If there’s a hail storm happening, they can convert the radar imagery into a “hail footprint,” overlaid with all of their policyholders’ homes in a particular area, which helps them understand how many claims might be coming.

But the process doesn’t stop there, depending on the severity and type of disaster. Gee estimates Travelers has aerial imagery of about 90% of the properties in the United States, which helps get them started on a claim. When the skies are clear, low-flying planes can get additional pictures from various points of view. The photos are then run through AI models so they can get a better idea of the degree of damage.

In some cases, the use of AI allows Travelers to start the claims process before an adjuster can get there in-person. For example, if a home is destroyed by a wildfire, Travelers can compare before and after photos and use AI to calculate the dimensions of the home and determine what it will cost to rebuild it. Gee says this allows Travelers to send payments almost immediately, given their ability to validate the damage.

Your Smartphone Can Be a Virtual Claims Center

Not all natural disaster claims can be evaluated on aerial imagery alone. In some cases, an insurance company is going to need a closer look. For example, if a tree falls on your roof and creates a leak, you’re going to need visual evidence of the damage to the interior.

But with COVID-19, some customers may not want anyone outside their family entering the home.

That’s where products like Allstate’s Virtual Assist and Direct Connect come in. For example, Direct Connect allows customers to connect with a claims adjuster by phone and stream video for the adjuster to see. “We’ll walk the customer through all the damages and, consequently, all the benefits of their policy,” says Teague.

Farmers Insurance has taken a similar technology-first approach during COVID-19, with video chats and automated tools to get measurements.

“A lot of claims can be handled virtually and accurately with an ease of use from a customer standpoint,” says Patrick Owens, national catastrophe response manager for Farmers Insurance. “That allows us to not have any in-person interaction whatsoever.”

Some insurance companies have also adopted electronic online payments through apps like Venmo and Zelle. This allows insurers to send claims payments to customers, who can get the funds almost immediately. The money can be used by displaced customers to pay for hotel costs and clothing, says Teague.

Claims Centers Go Mobile

In some natural disasters, aerial imagery and smartphones won’t be able to tell the whole story. You may need an adjuster to come to your property or, if you are displaced, you may want to visit a mobile claims center to get help processing your claim. To help facilitate these face-to-face interactions, insurance companies have instituted safety procedures to reduce the spread of COVID-19. This includes face masks, plastic shields and tables that are spaced apart.

For example, the Allstate Mobile Claims Center is deployed to areas affected by a natural disaster. They run on generators and satellites, which can be useful for areas with widespread power outages or cell phone towers that are knocked out. After giving some initial information, you can wait in your car in a “virtual queue” until you get a text that your appointment is next.

Customers Prefer Virtual Claims Now

While so much uncertainty has surrounded 2020 due to COVID-19, insurance companies report that customers have quickly adopted virtual claims handling. For example, USAA says that claims processing has gone nearly 100% virtual and that roughly 1,500 properties have used virtual tools for claims estimates. The insurer says early signs indicate that virtual claims handling has resulted in increased efficiency and faster settlements.

Travelers also reports that its customers have responded favorably to virtual claims. “We’ve seen adoption increase across all those digital tools and payment mechanisms significantly during COVID,” says Gee. He adds that customer feedback has been positive.

Owens at Farmers says, “Customers have been very understanding, and honestly, we’ve had some customers where they didn’t want us coming to their home.” He adds that while there will sometimes be a need to inspect a customer’s home in-person, opportunities will increase to be able to handle claims virtually. “There is a place for this kind of claim handling going forward, even in a post-pandemic world.”
